Changes to the way CPF files are entered by the training organisation since 10 April 2025
Entry into training in the event of a trainee's no-show and declaration of service rendered.
During our various discussions at events dedicated to our ‘CPF tours’ training body customers, many of you have asked for clarification on the impact of the declaration of service rendered on the handling of your files by Caisse des Dépôts (CDC).
Since 10 April 2025, a new service has been offered to training organisations (TOs) at the time of their declaration of service done on EDOF.
It provides greater flexibility and enables training organisations to benefit from a right of correction within 5 days, which will ensure more accurate payment based on the reality of the file in the event of partial completion.
Until now, it was already possible to preview the amount to be invoiced before validating a declaration of services rendered.
Now the OF can modify its entry, even if the declaration has already been made! According to the CDC, this is most often due to an error in calculating the completion rate.

There are two important moments that are likely to have an impact on the training organisation's relationship with the CPF beneficiary:
· the start of training if the trainee fails to turn up
· the declared service rendered, with calculation of the completion rate
A / Enrolment in training if the trainee fails to attend
If the trainee does not attend the course, the training organisation must declare his/her absence from the course.
In the holder's file, click on the ‘CONFIRM ABSENCE’ button.
A message will be displayed requesting confirmation of the student's absence except in cases of force majeure, depending on 3 situations:
If the trainee does not justify their absence or withdrawal by a case of force majeure, you may charge 5% of the course price as cancellation fees.
Once you have entered the details, click on ‘YES CONTINUE’.
B/ Changes to the declaration of services rendered with calculation of the completion rate
1. Entering information: reminder of the rules
The training organisation (TO) has 3 working days to declare that the trainee has left the training course and that the service has been rendered*.
The training organisation must declare the actual (real) date on which the trainee left the course. The effective date may be different from the end date of the training session, but never later. This period of 3 working days begins on the effective date of course completion, including in the event of interruption or withdrawal.
At the same time, the training provider declares that the service has been rendered, which will make it possible to record the reason for the trainee's departure and the hours completed. The main stages of the procedure are set out in the guide .
Important information: At this stage, the training exit has not yet been recorded. The exit date entered is not yet displayed. It will only be recorded once the service has been declared.
*This obligation is mentioned in the Specific Terms and Conditions of Training Organisations.
2. Declaration of course completion: a reminder of the rules
The declaration of services rendered is a prerequisite for payment by the CDC and is governed by very specific rules. The information requested is used to determine whether the file has been fully or partially closed.
While the majority of files for RS 6151 certification are closed in full, the information concerning partial closure is very important to qualify in the platform to ensure that the OF is paid on the basis of reliable and verifiable elements.
If the service is 100% completed, there are no difficulties and the OF is reimbursed at 100%.
It is in the case of a partially completed file (i.e. with a rate of less than 100%) that it is important to calculate the exact rate of completion in order to guarantee payment in line with the actual progress of the training action.
If the training office selects ‘Partial follow-up’, it will have to fill in several fields to qualify the partial follow-up of the training, i.e. :
- the presence or absence of a case of force majeure ;
- the calculation of the completion rate, which must be strictly less than 100%;
- the duration of the ‘not completed’ part of the course.
It is this entry that can be modified and corrected under certain conditions.
3. A major change: changes after the service has been entered
Revision of the service rendered is only possible for applications for which the declaration of the training output and the service rendered is made after 10 April 2025.
The training organisation has 5 working days, before the service done is validated by Caisse des Dépôts, to correct a declaration.
